Engineering and finance are hired, delegated or automated. They are not faked, and they are not the centre — the centre is what changes for whoever uses the thing.
A project counts when it stands on its own — its own domain, its own treasury, its own buyer. Until then it stays in the catalog, and the catalog says so.
Each one indexed and given a folio the day it entered. Being online is not the same as being activated: the wallet and the domain are printed on every card, and an empty field means the thing does not exist yet, not that it is hidden.
